The act includes provisions for offenses such as inciting hatred against specific groups based on characteristics like age, disability, religion, and sexual orientation. Critics argue that the law goes too far and essentially criminalizes any type of offensive speech.

Additionally, it updates existing laws on offenses motivated by prejudice and tackles racially motivated harassment. Among the new crimes created is “stirring up hatred against a group of persons” relating to age disability, religion and sexual orientation. The act also consolidates the existing law on crimes “aggravated by prejudice” and addresses “racially aggravated harassment.”
